The Manitoba Workforce Transition Bridge public policy, introduced in 2026, provides access to an open work permit for a defined group of temporary workers who have already been screened by Manitoba as strong potential candidates for permanent residence through the Manitoba Provincial Nominee Program (MPNP).

It is not a new general pathway for anyone who creates an MPNP Expression of Interest profile today. Eligibility depends on specific historical dates, a Manitoba support letter, prior EOI placement, current employment evidence and the applicant's work-permit history.

Key point: The required Manitoba support letter must confirm that the applicant was screened by the province and placed in the MPNP EOI pool on or before December 31, 2025. The support letter itself must also have been issued on or before December 31, 2025.

Why was the policy created?

IRCC describes the measure as a way to help Manitoba retain temporary workers who were already identified under an earlier facilitation measure and who are contributing to the provincial labour market while they move toward permanent residence. The defined cohort may include up to approximately 2,700 workers.

The policy is therefore focused on workers already connected to Manitoba rather than creating a broad new recruitment route for applicants outside the existing cohort.

What must the Manitoba support letter show?

The policy requires a support letter issued by the Government of Manitoba. It must indicate that Manitoba screened the applicant and that the applicant was placed in the MPNP Expression of Interest pool on or before December 31, 2025. The letter must itself have been issued by December 31, 2025.

An applicant who first entered the MPNP EOI pool in 2026 should not assume that the policy applies simply because the public policy remains in force later.

Is a current employment letter required?

Yes. The policy also requires a letter of employment from the applicant's current employer. This reflects the purpose of the measure: retaining workers who are already contributing to Manitoba's labour market while their permanent-residence pathway develops.

The employment details should be consistent throughout the application, including the employer, occupation and work location where relevant.

What if the applicant currently has a valid work permit?

One eligibility route covers a foreign national who holds a valid work permit and submits the required work-permit and temporary-status applications together with the Manitoba support letter and current employment letter.

Holding a valid work permit by itself is not enough. The Manitoba screening and EOI timing requirements still matter.

What if the work permit already expired?

The policy contains a separate route for certain people who held a valid work permit on May 7, 2024 but whose permit later expired. For qualifying applicants in this group, the policy can provide exemptions from some ordinary restoration requirements, including the usual 90-day restoration limit.

Another route addresses certain workers who were authorized to work under paragraph 186(u) of the Regulations on May 7, 2024 after having filed a work-permit renewal application by that date. They too must satisfy the Manitoba support-letter, EOI and employment requirements.

The exact historical immigration record matters, so applicants should identify which branch of the policy applies before filing.

Does an open-work-permit pathway mean you can change employers immediately?

Not necessarily. Eligibility for a future open work permit and authorization to work while the application is pending are separate questions. The applicant's existing permit conditions, maintained status or restoration situation can affect whether and for whom the person may work before a new permit is issued.

When does the policy expire?

The published policy is scheduled to expire on December 31, 2027, unless revoked earlier. This expiry date should not be confused with the key December 31, 2025 deadline for the Manitoba support letter and MPNP EOI placement.

For example, someone with a November 2025 original and an August 2026 update should preserve both and reconcile them with the applicant’s EOI record. Keeping only the newest file can remove evidence of the required original issue date. Conversely, a first-ever letter issued in 2026 should not be treated as eligible merely because it is recent. What needs special attention in the online application?

Follow the policy-specific online instructions for IMM 5710. IRCC directs applicants to use MBEOI2024 in the specified job-title and duties fields. A generic open-work-permit template may therefore be unsuitable. The code identifies the route; it does not establish eligibility without supporting evidence.

Keep the required letter from your current employer separate from similarly named checklist items. Instructions marking certain employment-reference, employment-record or contract fields as not applicable do not eliminate the policy’s current-employer letter requirement.

Can you keep working after applying?

Submitting an application does not itself authorize work. Eligible applicants who applied before expiry and qualify to work under maintained status must continue under their original permit conditions while awaiting the new permit. Applying for an open permit does not automatically authorize an immediate employer change where the previous permit named an employer.

Applicants seeking restoration must distinguish permission to remain while awaiting a decision from permission to work: IRCC says they cannot work until the new work permit is issued. Start by distinguishing the support-letter issue date, EOI placement date, permit expiry date and extension-application date. These are separate facts, and possession of one document does not establish every other condition.

A simple worksheet can have three columns: the event date, the supporting document and anything still unconfirmed. For example, a recent employer letter addresses current employment, while historical status may require the permit and application records from that period. Hypothetical example of the review sequence

This example explains the process and is not a client case. Two people may both work in Manitoba today, but one may hold the historical support letter and EOI record while the other only recently created an EOI. Their current employment does not make their historical screening circumstances equivalent.
